Depending on the scope of your website requirements in Step 1, depends on what type of hosting package/plan to purchase. Each hosting plan, the 3rd parties offer, varies in the amount of technology platforms they provide.

For example, you may have a requirement for a Microsoft SQL Server database to interact with a web application. This type of hosting requires a specific Windows platform with asp.net technology and the .NET framwork to be installed.
